Remal maintains a robust team of engineers and specialists dedicated to excellence in our analysis, design, project management, and construction administration.

Mark Lamer, P.E.

Principal Engineer

Mark has exhaustive civil engineering experience since 2004, complemented by his role as Engineering Professor of Practice at Northern Arizona University since 2013.

​

Mark is a licensed civil engineer with comprehensive civil engineering experience with several firms within Flagstaff, including his own. As a Professor of Practice and the Director of Design for Practice for the Department of Civil Engineering, Construction Management, and Environmental Engineering at Northern Arizona University (NAU) since 2013, Mark's knowledge of modern engineering techniques are complemented by his traditional work ethic. Known not only as the owner of Remal and Professor at NAU, Mark is known for his ongoing contribution to the American Society of Engineers, at all levels. His free time is spent with his wife and kids, enjoying all the different events & activities to get involved in.​

Taylor Layland, P.E.

Project Manager

Taylor has comprehensive experience in civil engineering specializing in private development and public infrastructure across Northern Arizona since 2010. 

​

Taylor is a licensed civil engineer with experience with several civil engineering firms throughout Flagstaff and Alaska. After graduating from NAU, Taylor has specialized in hydrology, hydraulics, and general site design. He has been a dedicated member to the American Society of Civil Engineers through his career, at all levels. Outside of the office, you can find Taylor fishing in Alaska or exploring the water in Arizona!

Eli Reisner, P.E.

Eli previously served as a Senior Lead Capital Improvements Project Manager for the City of Flagstaff's Engineering Division, with extensive experience since 2010.

​

Eli is an Arizona native who graduated with his degree in Civil Engineering from NAU. Eli has gained experience with a firm in Flagstaff, along with the City of Flagstaff, and joined Remal in 2024. He has enjoyed working on the design and construction administration of large-scale post wildfire flood mitigation projects for the Coconino County Flood Control District and the City of Flagstaff. Outside of the office, Eli focuses on making memories with his beautiful wife and two crazy boys, finding all that the great outdoors has to offer!​​

Associate Engineer

Lizzie has experience in civil engineering with a focus on water, sewer, stormwater analysis, and emergency flood response since 2017.

​

Lizzie is an environmental engineer with experience in heavy civil, residential design, water treatment and analysis, and drainage design since graduating from Northern Arizona University in 2017. Lizzie is affiliated with the American Society of Civil Engineers and the Arizona Floodplain Management Association. Recently, she made the choice to go back to school and earn a master's in civil engineering. Outside the office, Lizzie enjoys being in the outdoors and exploring her creative side through various crafts!​

Owen Allen, E.I.T.

Owen has experience in civil engineering with a focus on site grading, utility coordination, and construction administration since 2023.

​

Since graduating from NAU with his bachelor's in Civil Engineering, Owen has been at Remal Consulting. While at NAU, Owen completed two internships that gave him broad exposure to different areas of the field, also earning his Engineer-in-Training (EIT) certification. As an Associate Engineer, he contributes to both public infrastructure and private development projects. Outside the office, Owen enjoys spending time outdoors with friends and family, making the most of Northern Arizona’s landscapes!​

Caroline Reed, E.I.T.

Assistant Engineer

Caroline has experience in civil and environmental engineering with a focus on stormwater, site assessments, and septic design since 2023.

​

Caroline joined Remal as an EIT after graduating from NAU in 2024 with her master's in environmental engineering. During her master's, she spent time researching water quality and community engagement. She enjoys contributing to drainage modeling and wastewater design at Remal. Caroline is affiliated with ASCE, enjoying her time being the University Chair for NAU. Outside of the office, Caroline is typically found biking or hiking in Northern Arizona - or travelling somewhere new!

Jessica Hillman, E.I.T.

Jessica has experience in site assessments, plan production, and document preparation since 2025.

​

Jessica is a currently assisting with multiple projects at Remal while completing graduate school at NAU. While doing her undergrad in Environmental Engineering at NAU, Jessica was the president of ASCE and heavily involved with other NAU activities. Outside of the office, Jessica is often found exploring the outdoors while hiking and learning about Arizona plants through gardening.​

Theo Quax

Assistant Engineer

Theo has experience with data analysis, plan production, detailed invoice reviews, and construction observations since 2025.

​

Theo is a New Zealand native who came to Flagstaff, AZ to pursue academic and athletic goals at NAU. While being a student athlete, he was earned Academic All-American honors and the Golden Eagle award, reflecting his success in the classroom and track. At Remal, Theo has enjoyed gaining experience and contributing to all types of projects.​
